A. Readiness for Publication
Is this an article appropriate for publication in JAE? If so, choose from the following options:

Acceptance : This article is ready for publication as is and needs no further changes or modifications.
Conditional Acceptance : This article needs minor changes and editing, but in general would be ready for publication after these changes have been implemented.
Resubmit : This article needs major changes and editing, but in general would be ready for publication after these changes have been implemented. Resubmits can also be called for if the editor(s) feel the manuscript is better suited to a category other than that for which is was submitte.
Reject : This article is not acceptable for the journal. If you so choose, you may suggest avenues of research and ways to focus the article.

B. Quality of Argument
Comment on the quality, clarity and force of the author's analyses and arguments. Be specific in your observations and cite examples to reinforce your criticism where necessary.

C. Directions for Development What are the strengths of the article? the weaknesses? Does the article provide a critical evaluation of its subject? Suggest areas for development, and identify potential alternative directions the article could take.

D. Sources As a work of scholarship, does the author use, acknowledge, and document sources as well? Are the sources primary to the particular subject the author is investigating?

E. Illustrations Are appropriate illustrations provided? Is the illustrative material of good quality and related well to the text?

F. Language If necessary, comment on the mechanics of the author's writing, grammar, style, and usage. Although specific editing of these is not necessary at this time, it is important to know the extent to which these might influence or impede understanding of the article's content. If there are major problems with language, a professional editor may be required before moving forward with the article.

G. Further Assistance If you are willing to work with the author on the paper, may the Executive Editor give your name and address to the author so that contact can be made?
